Good Shepard Middle to Present Bike Helmet Bill at KY Jr Youth Assembly

Walk Bike Frankfort was thrilled to be invited to Good Shepherd Middle School to assist a delegation to the Kentucky Junior Youth Assembly with its project!  A group of students has filed a bill that would require children under 16 years old to wear helmets when riding their bikes.  They’d like to hear your input about how they can successfully present and lobby for their legislation.

Please share any personal anecdotes, statistics, or words of encouragement that these future leaders can use to advance their legislation! 

Here is a draft of the bill:


Title:  AN ACT TO REQUIRE CHILDREN UNDER THE AGE OF 16 TO WEAR A HELMET WHILE RIDING A  BICYCLE.


Enacting Clause:  BE IT HEREBY ENACTED BY THE ANNUAL YOUTH LEGISLATIVE OF THE COMMONWEALTH OF KENTUCKY


Section I:  This act will require children under the age of 16 to register bicycles, obtain a license with picture identification and to wear a helmet while riding a bicycle on public grounds.


Section II: This act will work to decrease the amount of head injuries caused by children not wearing helmets.  People will go to the County Clerks Office to purchase licenses for $12.  Licenses will be renewed every 2 years for a $2 fee.  Helmets may be purchases at any retail outlet.


Section III: The state and local police will enforce this.  The first time offense you will get a warning, second offense will be a $25 fine for bike safety school, third offense will be a $50 fine and possible safety school, and after the third offense suspension of bike license.


Section IV:  There is no cost for program as existing law enforcement will enforce.


Section V:  This bill will go into effect 6 months after it is passed.
